Basic Photo Editing skills must be with every one who is using internet or blogging. You don’t need to be a professional to do so. And need not to be an expert in Photoshop or commercial photo editing package. Basics of photo editing are always needed when you wanted to remove Red Eyes in photos taken by you. When the photos are dark. Then you may require how to lighten. You need to know how to crop photo of you to upload to Facebook or a project. (Even its somewhat expensive)The office suite has handy application to edit photos "Microsoft Office Picture Manager". if you are familiar with other office applications. The interface is very much like them.It’s already installed with your office suite (Ms2003, 2007 and 2010) 

if you are using linux based system or haven’t Ms office.no matter Thre are several applications  in Open Source.you can use GIMP  (GIMP is also provided with UBUNTU operating system) a open source photo editing software.it has many commands and fetures like Photoshop.

Above all Google picasa.its easy to use with all the basic commands and directly upload  photos to your blogger account.

 
I strongly recommend Picasa for following reasons.
Picasa is free available for all Operating systems.
Picasa is easily customizable with Blogger Image storage. You can directly upload photos to Blogger Image Storage and update the images with single click.
